Sal is the current shipwrite and arms man of the crew. It is currently not very clear what his responsibilities are on the ship.
Personality
Though Sal's personality has not been shown much in the actual story, the author has written some information about him;

He was a Marine in the past, though it unknown exactly what rank he was, how long he had been a member, and how long ago he quit.
Sal is probably the most capable fighter in Dylan's crew (with the exception of possibly Dylan himself) due to his training as a marine. This is shown in his ability to easily outsmart and defeat Driad's assassin.
He holds a hatred (or just is bored with) Ouroboros, desperately wanting to leave. We assume he is a capable fighter, seeing as he was previously a member of the Marines, ranking high enough to command his own sea vessel.

It is stated by Sal that he grew up in a normal household. (Possibly meaning that he grew up in a family with little to no financial problems) Sal grew up with his mother and father until Sal was a small child, which his father had left to sea, and was never seen again.

He is first shown here, asking to join Dylan's crew.
